The State Civil Service Commission is considering amendments to its Regulations, which will bring them into conformity with the Civil Service Act as amended by the Act 69 of 2016 (SB 1154) and Act 167 of 2016 (HB 192), and with current hearing procedures. Pursuant to Civil Service Act, 71 P.S. § 741.208, a public hearing on the proposed amendments will be held at:

  • Pittsburgh - Tuesday, April 25, 2017 at 1:00 p.m. in the Western Regional Office, 411 Seventh Avenue, Room 410, Pittsburgh, Pennsylvania.
  • Philadelphia - Friday, May 12, 2017 at 10:00 a.m. in the Eastern Regional Office, 110 North Eighth Street, Suite 503, Philadelphia, Pennsylvania.
  • Harrisburg - Wednesday, May 17, 2017 at 1:00 p.m. in the Public Hearing Room in the Commission’s Main Office in the Strawberry Square Complex, 4th      Floor, Bowman Worth Building, 320 Market Street, Harrisburg, Pennsylvania.

Severity : 3-LOW NOTICE TO ELIGIBLES ON THE CIVIL SERVICE LIST FOR LIQUOR STORE CLERK 1 (JOB CODE 02120)


The Liquor Store Clerk 1 (Job Code 02120) and Intermittent Liquor Store Clerk (Job Code 02060) job titles have historically served as the entry point for employment in Pennsylvania Liquor Control Board (PLCB) retail stores within the Commonwealth. Currently, the PLCB fills these entry level positions using only the Intermittent Liquor Store Clerk title. In recognition of this hiring practice, the State Civil Service Commission closed Test Announcement #2009-019 for Liquor Store Clerks on December 7, 2016. The revised Test Announcement #2016-149 which features only the Intermittent Liquor Store Clerk 1 job title was issued on December 21, 2016.


Many applicants who tested under the closed test announcement did not select the Intermittent Liquor Store Clerk when applying even though the job duties are the same and the examination for both job titles is identical. In order to provide these individuals with opportunity for employment and to provide the PLCB with additional needed candidates for vacancies, the civil service lists for Liquor Store Clerk 1 and Intermittent Liquor Store Clerk will be merged effective March 30, 2017. Individuals affected by the merger of these two lists who do not wish to receive availability surveys for Intermittent Liquor Store Clerk positions may request the removal of their name from the list by contacting Information Services at (717) 787-7811.
