Right-to-Know
Requests
In order to request information under the Right-to-Know law, complete the
Right-to-Know Request Form (PDF) and then email to
RA-CS-RighttoKnow@pa.gov or fax to (717) 783-8736, or send to the US mailing address, or hand deliver to the physical location address listed below during normal business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m., (excluding Commonwealth holidays or other announced office closings). For in-person deliveries, please call 717-783-8806 or email
ra-cs-righttoknow@pa.gov in advance to coordinate arrangements. All Right-to-Know requests must be submitted in writing.
Verbal or anonymous requests will not be accepted.
PLEASE NOTE: Act 71 of 2018 transferred certain records from the State Civil Service Commission to the Office of Administration. Specifically, Act 71 transferred to the Office of Administration legal ownership of eligible lists that had been established or certified; all books, records, and documents in both paper and electronic form and format; and all computer hardware and software relating to or used in connection with a merit system. 71 Pa.C.S. § 3301(a). Under Act 71, the management and administrative oversight of the merit employment function also transferred from the State Civil Service Commission to the Office of Administration. As a result, the Commission no longer has ownership, possession, or even access to the records noted above regarding the merit system, and we are unable to respond directly to Right-to-Know requests seeking such records.
