PLEASE NOTE:
Act 71 of 2018 transferred certain records from the State Civil Service Commission to the Office of Administration.  Specifically, Act 71 transferred to the Office of Administration legal ownership of eligible lists that had been established or certified; all books, records, and documents in both paper and electronic form and format; and all computer hardware and software relating to or used in connection with a merit system. 71 Pa.C.S. § 3301(a).  Under Act 71, the management and administrative oversight of the merit employment function also transferred from the State Civil Service Commission to the Office of Administration.  As a result, the Commission no longer has ownership, possession, or even access to the records noted above regarding the merit system, and we are unable to respond directly to Right-to-Know requests seeking such records.
